General Procurement Notice For: Improving Health Care in El Salvador Project
The Republic of El Salvador has received financing in the amount of ONE HUNDRED TWENTY MILLION UNITED STATES DOLLARS US$120,000,000.00 from the International Bank for Reconstruction and Development (IBRD) for the cost of the “HEALTH CARE IMPROVEMENT PROJECT IN EL SALVADOR”, and intends to use part of the funds to make payments for the acquisition of goods, works, non-consulting services and consulting services under this Project.
The Health Care Improvement Project in El Salvador will comprise the following components: 1. Improving access to quality health services within a primary health care-based system; 2. Strengthening the operational capacity of the Ministry of Health to provide quality health services; 3. Emergency Response; and 4. Project Management. Each component will finance acquisitions aimed at strengthening infrastructure, equipment, digital transformation, and improving the technical capacity of the national health system. A brief description of the procurement processes for each acquisition category is provided below:
Construction processes are concentrated on: improvement, rehabilitation and remodeling of prioritized national hospitals; construction and remodeling of several Health Units, under sustainability and energy efficiency criteria (EDGE); construction and adaptation of clinical laboratories and specialized centers (histocompatibility, palliative care, transplants); and improvements in storage infrastructure and logistical support.
Goods processes mainly include: basic and specialized medical equipment (laboratories, autoclaves, boilers, power plants, colposcopy, medical instruments); energy and sustainable infrastructure (solar panels, electrical systems); technological and digital equipment (hardware, software, cybersecurity tools, artificial intelligence), for the development and implementation of the Master Patient Index and different departments of the Ministry of Health; equipment for the Transplant Unit, the Histocompatibility Laboratory, the Palliative Care Center and the National Radiotherapy Center (including cyclotron and radiopharmacy); acquisition of vehicles and trucks, furniture and equipment for technical and administrative offices.
Consulting Services Processes include: individual and firm consultancies for the development of information systems, interoperability, and artificial intelligence; for the Master Patient Index and Fast Health Interchange Resources (FHIR); for change management, data quality, and institutional strengthening for the design and implementation of the master training plan; for senior management training for healthcare professionals; for the design and development of the human resources management system; project supervision, mid-term and final project evaluations; specialized consultancies in biomedical engineering, architecture, medical physics, electrical engineering, chemistry, and pharmacy; development of protocols, network care models, palliative care, and transplant regulation; individual consultancies for legal assistance and procurement specialists for the UGPPI throughout the project lifecycle.
Non-consulting service processes include: technical studies for works (topography, soils); production of promotional material; and migration of institutional software, network installation and technical support.
